Bauprozessmanagement im Industriellen Holzbau Ableitung eines Bauprozessmodells zur Prozess- und Bauablaufoptimierung im Holzsystembau

Der Holzbau erlangt im Bauwesen eine stetig wachsende Bedeutung, was sich durch weitgespannte Konstruktionen und großvolumige Wohn-, Büro- und Kommunalbauten zeigt. Technische Entwicklungen auf Produktebene und in den Produktionsprozessen in den letzten Jahrzehnten fördern diese positive Entwicklung. Die Bauvorhaben gewinnen auch im Holzbau an Größe und Komplexität, was durch hohe technische Anforderungen und umfassende Rahmenbedingungen Auswirkungen auf die Planungs- und Bauprozesse der Unternehmen bedingt. Daher ist erforderlich, die zugrunde liegenden unternehmerischen Strukturen der Branche zu betrachten, um daraus Erkenntnisse für eine Ablaufoptimierung der Planungs- und Bauprozesse zu gewinnen.
Dieses Forschungsvorhaben spannt den Bogen im Holzsystembau basierend auf den technischen Produktentwicklungen und den produktionsspezifischen Entwicklungsprozessen unter Einbeziehung betriebswirtschaftlicher Rahmenbedingungen. Die Kombination technischer Gegebenheiten mit baubetrieblichen Abläufen und bauwirtschaftlichen Parametern erlaubt es, eine Gesamtsicht im Holzsystembau zu erlangen, welche eine Entwicklung von Produktionssystemen hin zu Bauprozessen unterstützt.
Aufbauend auf den Grundsätzen des Bauprozessmanagements werden der Bereich der Planung, der Ausschreibung und Kalkulation, des Baubetriebs sowie der Geschäfts- und Unternehmensmodelle grundlegend betrachtet, sowie die Spezifika des Holzbau hierbei analysiert. Dies bildet den Ausgangspunkt für die Untersuchung des Holzsystembaus in bauwirtschaftlicher Hinsicht, da unter Einbeziehung der Grundsätze und Erfolgsfaktoren des Industriellen Bauens eine weitreichende Entwick-lung im Holzsystembau prognostiziert wird. Durch eine extensive empirische Untersuchung der hierfür maßgeblichen Einfluss- und Prozessfaktoren kann das bestehende Potenzial in den baubetrieblichen und bauwirtschaftlichen Rubriken des Holzbaus erhoben, sowie die Potenzialkriterien gewichtet und bewertet werden, um darauf aufbauend eine Mo-dellbildung vorzunehmen.

Timber construction is becoming increasingly important in the construction industry, as evidenced by wide-span structures and large-volume residential, office and communal buildings. Innovations in product development and production processes achieved in the past few decades are responsible for this development and further for reaching advancement is predicted. As projects gain in size and complexity, high technical requirements and comprehensive framework conditions fundamentally impacts the planning and construction processes. Therefore, it is necessary to consider the underlying entrepreneurial structures of the industry in order to gain awareness for the process optimization of the planning and construction sequences.
This research spans the gap in timber system construction based on the technical product developments and the production-specific evolution in the processes, taking into account the general economic conditions. And analysis of technical conditions, processes related to construction management, and parameters connected to building economics allows a comprehensive understanding of timber system construction. This supports the development of production systems towards construction processes.
Based on the principles of building process management, the area of planning, tendering and costing, construction management, business and enterprise models are examined and the specifics of timber system construction are analyzed. This forms the starting point for the investigation of timber system construction in terms of building economic aspects. An extensive empirical study of relevant influencing and process factors uncovers the existing potentials in the areas of construction management and building economics within timber construction. Additionally the potential criteria can be evaluated in order to generate a building process model for timber system construction.
The result is a building process model that outlines the effects on the three levels of impact – planning, execution and planning & execution – and the need for action in the course of the derived process factors for the four levels of building process management. This 3-sphere-model allows an implementation to achieve process and construction optimization and thus to exploit the existing potential of timber system construction.

Handlungsempfehlungen für ein alternatives Abwicklungsmodell für Infrastrukturbauprojekte in Österreich - Unter Berücksichtigung einer frühen Implementierung des unternehmensseitigen Know-hows

Infrastrukturbauleistungen werden in Österreich vorrangig anhand eines „traditionellen“ Abwicklungsmodells realisiert, bei dem der öffentliche Auftraggeber zuerst die Planungsleistung in Auftrag gibt und daraufhin die Bauleistung auf Basis der fertigen Planung vergibt. Dieses Modell hat allerdings den Nachteil, dass die beteiligten Bauunternehmen erst sehr spät in den Planungs- und Bauprozess miteingebunden werden und so ihr spezielles Ausführungs-Know-how nicht vollumfänglich einbringen können.
Die Abkehr von diesem „traditionellen“ Abwicklungsmodell stellt sich als schwierig dar, da die öffentlichen Auftraggeber „innovativen“ Formen der Vergabe- und Vertragsabwicklung meist skeptisch gegenüberstehen, was vorrangig an der (vermeintlichen) Unvereinbarkeit innovativer Modelle mit den vergaberechtlichen Vorschriften festgemacht wird. Ziel der Arbeit ist deshalb die Formulierung von Handlungsempfehlungen zur optimalen Gestaltung der Abwicklungsprozesse für Infrastrukturbauvorhaben in Österreich
in vergabe- und bauvertraglicher Hinsicht. Im Vordergrund der Überlegungen stehen zwei zentrale Themenbereiche, welche geeignet sind, die gegenwärtige Situation zu verbessern: einerseits eine Realisierung der frühzeitigen Einbindung des bieterseitigen Know-hows und andererseits eine Realisierung eines Leistungswettbewerbs zur Auswahl des „richtigen“ Vertragspartners. Die Eigenheiten und Spezifika des Infrastrukturbaumarktes in Österreich werden anhand von Experteninterviews analysiert, um Verbesserungspotentiale sichtbar zu machen. Anhand einer eingehenden Literaturanalyse werden im internationalen Kontext bereits etablierte alternative Abwicklungsmodelle untersucht. Auf Basis der Experteninterviews und der Analyse etablierter Abwicklungsmodelle werden anschließend Handlungsempfehlungen für ein alternatives Abwicklungsmodell für den österreichischen Infrastrukturbau vorgestellt. Die Umsetzbarkeit der Handlungsempfehlungen werden abschließend durch einen Kriterienkatalog bestimmt.

In Austria the project phases of design and construction of infrastructure construction projects are traditionally separated: based on a more or less finished design the public client awards the construction contract to the contractor based on the lowest price principle. This project delivery model has the disadvantage that contractors are only involved in the last phases of operational design, which makes it very difficult to implement practical knowledge and innovative ideas into the construction project. The rejection (modification) of this „traditional“ project delivery model emerges as a difficult task, because public clients claim that these models are inconsistent with procurement law. The aim of this thesis is to formulate recommended courses of action in order to ensure an optimized process of project delivery for infrastructure projects regarding procurement and contractual issues. This thesis therefore focuses on two main topics: the identification of possibilities for implementing contractors know-how in the initial project phases and the realization of a „best value“-strategy regarding tender awarding. A qualitative empirical study was carried out in order to highlight characteristics of complex infrastructure construction projects. On the basis of a literature review, project delivery models that are established in other countries in Europe and oversees were analysed. Based on this literature review and the conducted interviews the thesis discusses alternative forms of project delivery models and gives recommended courses of action for projects in the Austrian infrastructure construction industry. The potential of implementing the recommended courses of action into the construction processes of infrastructure are subsequently determined by a catalogue of criteria.

Lebenszyklusorientierte Modellierung von Planungs-, Ausschreibungs- und Vergabeprozessen

Die Bauwirtschaft ist eine der ressourcen- und energieintensivsten Wirtschaftssektoren. 50 % des Ressourcenverbrauchs und 40 % des Energiebedarfs werden in der Europäischen Union durch den Bausektor verursacht. In weiterer Folge verdeutlicht die Umsetzung der Energiewende sowie die Decarbonisierung das Potenzial lebenszyklusorientierten Bauens. Zahlreiche Aktivitäten auf nationaler und internationaler Ebene widmen sich den Auswirkungen der zunehmenden Urbanisierung und den Begleiterscheinungen des Klimawandels auf die Bauwirtschaft (vgl. RL 2010/31/EU bzw. RL 2012/27/EU mit den 2020-Zielen).
Wesentlichen Einfluss auf diese Entwicklungen hat die öffentliche Beschaffung. Auf europäischer Ebene existieren schon seit einiger Zeit verstärkt Bestrebungen zur Forcierung der umweltfreundlichen Beschaffung (Green Public Procurement, GPP). Damit in Verbindung stehen die Regelwerke zur Bewertung der Nachhaltigkeit im Bauwesen (CEN/TC 350, ÖNORM EN 15804 etc.). Die seitens der EU geforderte Umsetzung von Nachhaltigkeitsaspekten im Bauwesen stellt auch Anforderungen an die Integration in die Planungspraxis (z.B. RL 2014/24/EU).
Die derzeitige Optimierung von Bauwerken erfolgt meist unter besonderer Betrachtung von einzelnen Aspekten, wie beispielsweise ökologischer oder ökonomischer Kriterien. Die Arbeit verfolgt primär das Ziel die gegenwärtige Situation der Planung, Ausschreibung und Vergabe von Bauleistungen kritisch auf ihre Berücksichtigung von Nachhaltigkeitsaspekten zu analysieren, sowie Schnittstellen und Wechselwirkungen zwischen Planung, Ausschreibung und Vergabe von Bauleistungen zu betrachten.
Einen wesentlichen Beitrag dazu leistet die im Zuge der Arbeit durchgeführte empirische Primärdatenerhebung. Mit Hilfe eines standardisierten Online-Fragebogens, bestehend aus qualitativen und quantitativen Fragen (gruppiert in fünf Bereiche: Allgemeines, Begrifflichkeiten, Planungs-, Ausschreibungs- und Vergabeprozesse sowie Operationalisierung) wurde der derzeitige Stand der baupraktischen Umsetzung lebenszyklusorientierten Planens, Ausschreibens und Bauens durch Experten aus dem Bereich des öffentlichen Hochbaus erhoben. Diese Daten und Informationen bilden die Grundlage der lebenszyklusorientierten Modellierung von Planungs-, Ausschreibungs- und Vergabeprozessen.
Als Ergebnis werden Empfehlungen und differenzierte Modellvariationen (Referenzprozesse) für die institutionelle Ausgestaltung von Systemen und Verfahren zur Berücksichtigung von Nachhaltigkeitsaspekten für die Planungs- und Ausschreibungsprozesse mit Fokus auf den Lebenszyklus abgeleitet. Der zunehmenden Digitalisierung im Bauwesen folgend, wird ebenso die BIM-Fähigkeit der erarbeiteten Ansätze vorgestellt.

The construction industry is one of the most resource- and energy-intensive industries. In the European Union, 50% of the total resource consumption and 40% of the entire energy demand are caused by the construction sector. The energy revolution and the decarbonisation also demonstrate the potential for the life-cycle-oriented construction of buildings. Numerous activities at the national and at the international level focus on the impact of increasing urbanisation and climate change on the construction industry.
Public procurement has a major influence on these developments. At the European level, there have been increasing efforts to promote environmentally friendly procurement (Green Public Procurement, GPP). In general the optimisation of buildings is currently carried out with a particular focus on specific aspects such as, ecological or economic criteria. This thesis analyses the current state of play in planning, tendering and awarding construction services. In addition it also considers life-cycle and sustainability aspects in terms of green/sustainable public procurement (GPP/SPP). Furthermore interfaces and the interaction within the tendering and awarding of construction works in the planning process are analysed.
The empirical findings of this thesis help in mapping these processes. By means of a standardised online-questionnaire the current status of the implementation of life cycle-oriented sustainability issues is surveyed. It consists of qualitative and quantitative questions (grouped into five thematic areas: general, conceptual, planning and awarding processes as well as operationalisation). Data and information were gathered from experts in the public construction sector. The findings illustrate the current situation of lifecycle-oriented planning, awarding and tendering of construction works and also set the basis for the life-cycle-oriented modelling of planning, tendering and awarding-processes.
Recommendations and differentiated model variations (reference processes) are derived from the findings in order to be able to consider life-cycle and sustainability aspects in the planning and tendering processes of future buildings. Following the digital transformation in the construction industry, the building information modelling (BIM) capability of the reference processes developed is presented too.
