In 2022, the Section for Infrastructure and Location Development of Department 17 of the Provincial Government of Styria launched the initiative “Starke Zentren” (Strong Urban Centers) to promote and strengthen town and city centers across Styria. The aim of this forward‑looking program is to significantly enhance the quality of life for residents, to reinforce urban spaces, and to create attractive and vibrant town and city centers. Achieving these goals requires a holistic consideration of social, ecological, and economic dimensions. From 2023 to 2025, the Institute of Urbanism was commissioned with the evaluation of the initiative.
In the first phase, the overarching structure of the program, interdepartmental coordination, and existing instruments and funding frameworks were analyzed. The focus then shifted to spatial implementation in three pilot municipalities, each representing different regional, structural, and planning conditions. For Hart bei Graz, Sankt Veit in der Südsteiermark, and Thörl, key action areas were identified that would support the long‑term strengthening of their town centers. Based on short‑term measures that respond both to current opportunities and to long‑term spatial development goals, a master plan for sustainable implementation was developed. In both phases of the evaluation, expert interviews were conducted to collect, analyze, and prepare good‑practice examples. The findings highlight potential areas of improvement and opportunities for transferability. They formed the basis for a set of recommendations for the province and the participating municipalities.
